Somalis ‘made to view executions’

Hundreds of people in Somalia have been forced to watch Islamist militants executing two people accused of spying.
People in Merca said al-Shabaab militia patrolled the town with loudspeakers, demanding they attend the executions.
The militants also ordered schools to close for the day as they were keen for children to watch the two men being shot dead by a firing squad.
Most of those at the execution, on a patch of open ground, are reported to have been women and children.
It is becoming something of a pattern for al-Shabaab to encourage young people to engage in violence.
It recently organised a quiz for young men in the southern town of Kismayo.
The prizes included AK-47 assault rifles, hand grenades and anti-tank mines.
The aim, said al-Shabaab, was to stop young men from wasting time, and to focus on important things like defending their territory and their religion.
At the prize-giving ceremony, which was attended by hundreds of people, the militants urged parents to teach their children to handle weapons at an early age.
Somali children’s rights groups say al-Shabaab is intent on brainwashing the young to believe in violent Islamism.
In this way, it can ensure it has a steady supply of recruits, ready to fight for its aim of establishing extreme Islamist rule, not only in Somalia but far beyond its borders.

US warns against forgetting Iraq

The senior American commander in Iraq has told the BBC that he is concerned that the country will be forgotten, amid the current focus on Afghanistan.
Gen Ray Odierno said troop numbers in Iraq would stay at that level until after elections in January next year.
He suggested there was always a risk that the security situation in Iraq could deteriorate and said he wanted to finish what had been started.
The US has 130,000 troops in Iraq, almost twice the number in Afghanistan.
The US troop count is due to drop quickly to about 50,000 by this time next year
We have spent a lot of money here. We’ve spent a lot of lives here, both the US and the UK. So we have an opportunity. It’s important to see this through,” Gen Odierno said.
“I concern myself that people don’t forget about Iraq, and what we’re trying to accomplish here, but I am confident in the leadership that I have – that they understand the importance of Iraq.”
BBC Baghdad correspondent Andrew North says that Gen Odierno was choosing his words with care. But he was giving a clear message, that with the situation still fragile here, the US cannot leave Iraq early.
Gen Odierno said risks remained though Iraqis had rejected al-Qaeda, the militias and “ethno-sectarian violence”.
“The problem is, there’s still attacks on the civilians here in Iraq, there’s attacks against the government of Iraq, all aimed at destabilising the government itself, and the political process.”
The general said he was particularly concerned also about corruption.
“The endemic corruption within the Iraqi system – not only the security forces, but the system – is still probably the biggest problem facing Iraq.
“I think the ministry of defence and ministry of interior probably are taking more action than most other ministries right now, so I’m confident that they’re on the right path.”

Blog: Damaged credibility

Mr Abbas’s credibility, which is heavily tied to attempts to negotiate a Palestinian state into existence, had already taken a knock two weeks ago as US attempts to restart peace talks appeared to stall.
The PA leader faced domestic criticism for participating in a tri-lateral meeting with US President Barack Obama and Israeli Prime Minister Benjamin Netanyahu despite Israel’s refusal to halt settlement building in the West Bank.
Unofficial reports of the mini-summit, and US talk of Israel “restraining” rather than “freezing” settlement building, left Palestinians deeply disappointed. It seemed that Mr Obama had eased US pressure on Israel.
Also, Mr Abbas’s Fatah faction’s long-running feud with Hamas, and his own conduct during the Israeli operation in Gaza, have come back to haunt him.
He angered even some Fatah supporters by being slow to condemn the Israeli offensive which started in December. He criticised Hamas rocket attacks on southern Israel, even as Palestinian civilians were dying in Israeli air strikes.
According to local media, Israeli Foreign Minister Avigdor Lieberman has said the PA actually “pressured Israel to go all the way” in the operation.
There have been reports – albeit from a news agency based in Hamas-controlled Gaza – that Israel threatened to release a video tape showing Palestinian leaders urging Israel to be tougher on Hamas during the Gaza offensive, unless the PA backed down over the Goldstone report.
While the tape may not exist at all, the rumours feed into perceptions among some Palestinians that Mr Abbas has at times swung almost traitorously close to Israel in his attempts to defeat his Hamas opponents.

Reconciliation

Paradoxically, the crisis for Mr Abbas has come amid signs that Fatah and Hamas may be close to a reconciliation deal that has eluded them for so long, that would pave the way for presidential and legislative elections.
Mr Abbas’s four-year term ended in January, and his authority now rests on disputed legal arguments, rather than a clear expression of voters’ views.
But Hamas, which won legislative elections in January 2006, will find itself in a similar position from January onwards.
Hamas declared the PA’s Goldstone decision “a betrayal of the blood of the martyrs”, and called for a delay in the planned reconciliation process.
But it has not pulled out of talks completely, and one school of thought suggests Hamas leaders may actually be keen to negotiate while Mr Abbas’s hand is weakened.
Having failed to make progress on lifting Israel’s blockade of Gaza, they are currently enjoying a rare moment of triumph boosted by the release last week of 20 female Palestinian prisoners in exchange of footage for the captured soldier Gilad Shalit.
The PA move in Geneva has probably not made a major difference to the likelihood of Israel ending up in the dock of the International Criminal Court. This was always low.
Even if the Palestinians had persuaded enough countries to vote last Friday to forward the Goldstone report to the UN Security Council, the US and possibly others would most likely have vetoed sending it any further.
But backing from UN member states would ratchet up pressure on Israel to comply with Mr Goldstone’s recommendation that both it and Hamas mount credible, independent investigations into the report’s allegations.
However, the PA decision’s repercussions for Mr Abbas may be wider, especially if Mr Obama’s drive to relaunch peace negotiations fails to bear fruit.
The weaker Mr Abbas becomes, the less credible any attempted peace process looks – and the less credible any peace process looks, the weaker he becomes.

Goldstone fall-out plagues Abbas

And to many here, the PA’s handling of Richard Goldstone’s UN report on the conflict in Gaza has been mixed up and limp.
What began as the publication of a damning report on Israel’s military conduct – although it also condemned Hamas – has turned into an embarrassing debacle for Mahmoud Abbas, the Palestinian Authority president and Fatah leader.
Palestinians were outraged after the authority last week, under Israeli and US pressure, abruptly halted its drive to speed the report, which accuses both sides of war crimes, to the higher echelons of the mechanisms of international justice.
The PA initially urged UN human rights council members to refer the issue to the powerful Security Council which could in theory ask the International Criminal Court to open a war crimes prosecution.
But when the day of the vote came, the authority backed deferring discussion until March.
In response, rights groups in the PA’s nerve centre of Ramallah took to the streets to denounce the decision.
Gazans threw shoes – a sign of disrespect in Arabic culture – at Mr Abbas’s portrait on posters that branded him a traitor.
Syria cancelled a planned visit by Mr Abbas to Damascus. An Israeli-Arab political party urged him to step down.
The authority’s damage limitation exercises have done little to help.
Some PA figures initially denied a change in policy, while others tried to cast the move as a step to allow more time to build consensus.
On Sunday Mr Abbas ordered an “investigation” into how his own government made the decision.
On Wednesday one senior figure, Yasser Abed Rabbo, conceded the move was a “mistake”.
Meanwhile negotiator Saeb Erekat has been threatening to name other countries – hinting that these include Arab governments which would face domestic anger – that he says pressured the Palestinians to back down.

Another reason may well have been the US government’s so-called Kerry-Lugar bill which promises $1.5bn (£0.95bn) in annual aid to Pakistan for the next five years.
The bill offers an unprecedented chance to the country’s civilian government to expand its clout over the state institutions at the cost of the military, which has until now monopolised political decision-making.
Last week, the army publicly denounced the bill at a time when the government was defending it, thereby sparking a rift in the political establishment.
But the dizzying pace at which the militants have struck at targets across the country during the last couple of weeks has increased public pressure on the army to deal with its erstwhile proteges.

ripped off. The answer is unequivocally YES. The caveat is to proceed with caution. In this article we will explore the things to look for to find honest sellers so
that you can protect your self. Here are several tips to keep you from getting ripped off and bidding on auctions that are with worthy sellers

User Feedback: While it seems obvious you want to deal with someone who has a high user feedback, the fact is that this area can be quite misleading. How? Many people
who buy coins and then feel ripped off are for some reason reluctant to leave negative feedback for fear they will also receive negative feedback. When looking for a
reputable coin dealer on eBay, feedback ratings can be a useful guide, but dig a little deeper. A dealer/seller with 10,000 positive feedbacks does NOT mean s/he is a
good dealer. Read the feedback. Not just the negative feedbacks but the positive as well. Many positive feedback entries will have underlying negative information in
them that could clue you into how the dealer treats others or the quality of the merchandise s/he sells. For example, a recent positive feedback entry for a seller

returns at all to full return privileges. Some sellers will offer you the option to return an item but will NOT reimburse shipping charges. If you bought a $2.00 coin
and paid $7.00 for shipping, you are out the $7.00.

Assigning a Grade: Many dealers will suggest a grade for the coin they are selling. It is easy to overgrade a coin, as you always hope for the best. Some sellers will
make statements such as “It looks like a MS-65 but I am not an expert.” Others will make a statement such as, “I am not a coin grader but it looks good to me.” Another
good one is stating they are of average circulation. Average circulation means many different things to many different people. Average circulation for Barber Halves
means they are all in AG-3 or so while average circulation for Franklin Halves would indicate they should be a higher grade as they are less worn. Be wary of these
descriptions. It is unfortunate, but many so called uncalculated coins selling on eBay are AU-55 or AU-58.

Graded Coins: Most people feel safe when buying a graded coin. The feeling is that since it is graded by a third party, I should be getting what I am bidding on. NOTE:
All grading companies are not created equal. There are some sellers on eBay that sells tons of coins that are graded MS-70. If you really research the feedback on
these items you will find out that in the opinion of many of the buyers, many of the coins are no where near MS-70. If you research further, you will find out the
seller is the person/company that also is the grading company.

Contacting the Seller: If you find a coin you want and the auction does not end for a few days; try contacting the seller for more info. Do they respond quickly and
with the information you want?

Item Description: Read the description over and over to look for the slightest deception. For example, when buying bags of wheat cents, a common statement is
“unsearched by me”. That’s great. Maybe his buddy searched them, or he bought them as searched. I would stay away from that item. Also, match the description to the
picture. People do make mistakes. If you see a picture of a Morgan Dollar with a mint mark of “S” but the description says it is a “CC”, contact the seller. If you do
not get a response, stay clear.

Dealer Memberships: Many dealers will lay claim to belong to various clubs and organizations. Many of these claims will not guarantee that the dealer is honest. I can
claim I belong to any club I want. That does not mean that I actually belong to it. Additionally, membership in many clubs does not require anything more than an email
address. On the other hand, if the dealer claims to be a member of ANA, that could be better as ANA dealers are bound by a certain code of ethics.

Buying coins on eBay is a risky business, but by using these tips, the risk is no more than buying coins from your local dealer or by mail order. There are crooks in
the coin profession at all levels. You must be on guard at all times to protect yourself and by exercising caution, you can be assured you are getting and paying for
what you think you are.
